The Human Security Report provides links to three new stories on the situation in the Democratic Republic of the Congo:
AllAfrica.com reports that the Democratic Forces for the Liberation of Rwanda, a group that includes remnants of the masterminds of the 1994 genocide in Rwanda, has intensified its attacks on the Congolese army in several parts in the east of the country.
The International Committee of the Red Cross reports that, since May, there has been a deterioration in security conditions and in the humanitarian situation of thousands of civilians in the North Kivu and South Kivu provinces, in the east of the Democratic Republic of the Congo. Numerous crimes against noncombatants, including rapes, murders, and the looting and destruction of homes, which are forcing tens of thousands of people to flee, continue to be reported.
The International Crisis Group offers a comprehensive strategy to disarm the Democratic Forces for the Liberation of Rwanda. The report itself is in French, however the executive summary is available in English.

The chaos and humanitarian crisis is not confined to North and South Kivu ... suffering of equal magnitude continues to escalate and be ignored in far NE DRCongo's Province Orientale (near the borders of Sudan and Uganda) due to the atrocities of the Lord's Resistance Army. Added to that, the unpaid, unsupplied Congolese Army is now stealing the negligible relief supplies which are provided to the hungry populations there... at least in North and South Kivu, relief organizations are operational.
